The term 'undesirable', as a noun, refers to people who supposedly have chronic bad behaviors or other bad traits. The term 'undesirable' was in common use in the early part of the 20th century, when government-enforced sterilization was in effect in many jurisdictions.
The term may be used either accurately or deceptively. For example, the term could be deceptively used by tyrannical regimes to refer to their political opponents.
