When fully implemented it is supposed to remove ideology from moderators' decision making. Its details are discussed on the openpolitics yahoogroup. It seems quite difficult to implement fully since it requires volunteer effort for translation and a few other high overhead tasks.
In some ways anarchopedia:itself is more advanced than most open politics sites. For instance milosh's commitment to write only on talk pages is quite admirable.
