For the infinitely better, and perhaps not as unrelated as it might seem, short story by Shirley Jackson, see The Lottery

The American Dream has always been a lottery: everyone who seeks it, expects to win it, and yet only a very few do.

But now, the US has instituted a real-life lottery, for Green Cards. What is the price of US citizenship now, the land of opportunity that is so widely touted and so rarely realized? Not that people of all lands do not deserve an equal share, quite the opposite. But if this rare chance can be given to just anyone, then it shows that the standards for entry are merely arbitrary, and the real cutoff is no more than statistics; population vs the limited amount of trickledown.

The fine print on the Green Card lottery. Sorry, the site was a popup and I did not save the URL
