In the sense that they are ostensibly and sometimes still believed to be operations by other forces, all 'regime change' and other covert actions by, eg, the CIA in [[Operation Condor]], are false flag operations. The common usage, though, is that they are operations carried out in the great main by one force and actions taken to deceive as to their origin, whatever people eventually believe the origin to be.
