The freedom of movement for speech refers to the ability to freely distribute or redistribute speech. While freedom of speech would refer to the ability to simply produce speech, the free movement of speech, and any granted freedom thereof, would express protection for the distribution of such speech over any network by such means that would not infringe upon the same freedom granted to others.
It is separate from the "freedom of movement for knowledge" in that "speech" refers to the production of a thought that comes from an individual or group of individuals, while "knowledge" refers to the reception of that thought by an individual or group of individuals from the previous people.
