Constant revolution is a concept of the never ending revolution, which was very popular during the Second Russian revolution.

This concept is referenced in Ursula LeGuin's novel The Dispossessed, in which the main character conceives of his (anarchic) society as a permanent, ongoing revolution. (p. 176)
