High ranking Axis operatives were the first to implement stay-behind programs later used by the Gladio (WP) program. Schutzstaffel (SS) (WP) troops and their Italian Fascist (WP) equivalents, they remained in territories that their armies had retreated from when Allied troops had overrun them, and stayed there while they were occupied.[1]

The job of the OSS had ostensibly been the overthrow of the Nazi and Fascist regimes, but at the point of victory, it became increasingly about compromise. William Casey, later to become of the Central Intelligence Agency (WP), was among the first to describe the turn required of this new agenda. Not only were "former minor informants or stool pigeons against the party itself" to be recruited, but "Nazi Party members now held in the US as POW's who may be willing to work with us after reparation".[2]

The X-2 program of counter-intelligence was at the forefront of recruiting the former Nazis and Fascists, until the OSS was absorbed into the CIA between September and October 1945.[2]
