My purpose in importing this article is two-fold: 1) comic relief and 2) underline the arbitrary nature of governmental authority.
Much of the older article uses templates from wikipedia (where this was imported from) that however don't exist here. I will gradually try to clear these up but if people could remove them as they see them that would be very helpful.
