I think it is important to discuss a new license. Most licenses are very old or made by lawyers. This is not a anarchistic process.

• anarchistic license

is "license" a good choice for characterization?

• not quite: in european countries there is no real "public domain" - you always have full copyrights.
• In PD the use of the law is not explicitly excluded

or "Use of the law is strictly prohibited." instead of the last sentence. I don't know what words have legal meaning in any countries.
