Rape in Northeast India is an ongoing issue and the Indian security forces have been accused of perpetrating the vast majority of rapes in the region, throughout the course of the Wikipedia:insurgency in Northeast India.[1] Wikipedia:Northeast India comprises seven states: Wikipedia:Assam, Wikipedia:Arunachal Pradesh, Wikipedia:Manipur, Wikipedia:Meghalaya, Wikipedia:Mizoram, Wikipedia:Nagaland and Wikipedia:Tripura.[2]

In June 2010, Wikipedia:The Guardian reported that females from Northeast India who have migrated to Wikipedia:Delhi have been subjected to rape and sexual violence, and that the attacks have been made worse by police attitudes. The report further said that the problem lies in general stereotypes which exist among mainstream Indian society against people from the northeast.[3]

Background[edit]

A violent separatist struggle has ensued since the late 1940s making it the longest running separatist struggle in Wikipedia:South Asia the main demand is for independence by different ethnic groups and for new states in the Northeast.[2]

Women are mostly raped during crackdowns where men of the villages or towns are gathered outside their homes and women are forced to stay indoors. The majority of the perpetrators walk free under the immunity acquired from prosecution under the Wikipedia:Armed Forces (Special Powers) Act, 1958 which has been imposed for several decades. Furthermore most of the rapes go unreported due to the social stigma and fear of backlash.[1]

The Assam Police between 2006 and 2011 received over 7000 complaints of rape and also 11,553 complaints of kidnappings involving women. [4]

Incidents[edit]

  • In 2004 Wikipedia:Thangjam Manorama a 32-year-old resident of Bamon Kampu village was picked up by the Assam rifles her mutilated body was discovered later at a roadside. This rape and subsequent murder resulted in widespread protests in the state.[5]
  • A twelve year old girl in 2005 was allegedly raped by an Assam Rifles soldier in Wikipedia:Karbi Anglong district of Wikipedia:Assam. [6]
  • The gang rape of a house wife in 2012 by Indian Reserve Battalion personnel resulted in protest and condemnation by several rights organizations.[7]
  • In 1996 a mother of a disabled son was raped in front of her son by two army personnel during a search operation. After this story went public, the public anger made the military authorities conduct court martial proceedings against the accused. The accused were punished in 1997.[1]
  • Pramo Devi, a pregnant woman, was raped at gunpoint in her house on 4 April 1998 by a soldier of 6th Jammu & Kashmir Rifles. The military court dismissed the rape charges against the accused saying it was a case of molestation only. [1]
  • In 1999, two sisters Laishram Bimola Devi and Laishram Manishang were arrested from Pukhao Ahallup, Manipur by Wikipedia:Central Reserve Police Force on charges of harbouring underground activists. They were stripped naked and severely beaten during captivity.[1]
  • The United States-based Wikipedia:Human Rights Watch reported that some of the troops who were guilty in a case of raping and killing a girl in Manipur in 2004 were being shielded.[8]

Spread of HIV[edit]

The Assam Rifles have been accused of forcing local women to have sexual intercourse with them, this is regarded as one of the causes of spreading of HIV. An estimated 500 soldiers of the Wikipedia:Assam Rifles have been infected with HIV Lieutenant General Karan Singh Yadava states that seventy troops have already succumb the infection over the past decade.[8]

Human rights reports have also stated that pregnant women have been forced to give birth out in the open exposed to the elements by security forces.[6]
