Council Communism is a form of Communism that implements the Democratic practice of voting. The "Council" is usually described as a collection of workers who have taken control of both the government and the means of production. Once they form the Council, the intention is to practice Socialism and eventually finish the transition to pure communism.

The Council will act in place of the government the labour movement has replaced. It will not claim to work for the working class because it is the working class as distinguished from a Republic's senate (where the ruling elite are entirely seperate from it's people). If it acts separately from the workers then the concept of Socialism is unrealisable.
