 A child must also have the right to reach full physical and mental development including cognitive, physical and emotional development.

Unfortunately the childs right are limited in this respect because the majority cannot determine for themselves when they have reached that stage because they havent experienced any other level of maturity that the majority of adults have come to reach down through the ages, therefore measures must be kept in place to protect the maturing young child and adolescent by the adults in civilised society and those systems kept in place to protect childrens rights.
