Those geographic areas whose borders, and often to a lesser extent names, are in little dispute, such as Ireland (the island) are indisputably countries. Historical states no longer existing are indisputably covered by 'states'. The rest is a gray area. They should remain linked to each other, to cover mistakes, and make finding mistakes easier.
